When you apply for 501(c)(3) status, you file one of two IRS forms: the streamlined Form 1023-EZ or the full Form 1023. Choosing the right one matters, because filing the wrong form triggers IRS scrutiny and can set your approval back by months.
The core difference
The 1023-EZ is a short, streamlined application built for smaller, simpler nonprofits. The full Form 1023 is a detailed, multi-part application for larger or more complex organizations. Both result in the same 501(c)(3) recognition; they just differ in length, cost, and processing time.
| Form 1023-EZ | Full Form 1023 | |
|---|---|---|
| Best for | Smaller new nonprofits | Larger or complex nonprofits |
| Length | Short, streamlined (about 3 pages) | Long, detailed (about 28 pages plus schedules) |
| IRS user fee | $275 | $600 |
| Typical approval time | 2–4 weeks | 3–6 months |
| Revenue limit | Under $50,000/yr projected | No limit |
| Asset limit | Under $250,000 | No limit |
How to tell if you qualify for the 1023-EZ
You generally qualify for the 1023-EZ if your nonprofit projects under $50,000 in annual gross receipts for each of the next three years and holds under $250,000 in total assets. The IRS also has an eligibility worksheet of yes/no questions, and certain organizations, such as churches, schools, and hospitals, are not eligible for the EZ regardless of size.
Which should you choose?
Most small, new nonprofits qualify for and benefit from the 1023-EZ: it is cheaper and far faster. But the full Form 1023 can be the better choice if you expect to grow quickly, plan to pursue larger grants where funders prefer to see the detailed application, or have a more complex structure. The wrong choice is filing the EZ when you do not actually qualify, which can lead to problems down the road.
